A safe bet here is the same old solution, a complete replacement of the valve. The water control valve also works side by side with a tube diaphragm that detects the pressure in water and closes when the pressure equals the expected pressure when the water fills to its required level. The tube diaphragm should also be replaced if it cannot detect the pressure in the water.
